She graduated from Oberlin College in 1952 with a B.A. in economics. In 1954, she received her M.A. in economics from the University of Michigan. Teeters worked as the staff economist for the Federal Reserve Board’s Government Finance Section from 1957 to 1966. She moved to the Bureau of the Budget in 1966, where she worked as the fiscal economist with the Planning and Analysis staff. In 1973, Teeters became the senior specialist in the Federal Budget in the Economics Division of the Library of Congress Congressional Research Service. A year later, she became the chief economist for the U.S. House of Representatives Committee on the Budget. Teeters became a member of the Board of Governors of the Federal Reserve System in 1978, which makes her the first woman to sit on the board of the Federal Reserve. She was appointed as the director of economics at IBM in 1984. In 1986, Teeters was named the vice president of IBM, making her the second woman to serve as vice president for the company. She retired in 1990.
